PennyBlack: Why use the adjective 'distaff' in regard to Penny Black?

I'm curious as to the application of the adjective 'distaff' in the entry for Penny Black. Yes, she is a woman, but 'distaff' used in this manner implies a subject contained within a woman's world as disjoint from the real, or men's world. This quality is far from that given to the reader by the few paragraphs she inhabits.

I will hold off adding her subsequent appearance until I understand what 'distaff' is meant to imply here.
